The City of Spokane, through its Department of Engineering Services (hereinafter “City”) is initiating this Request for Qualifications (RFQ) to solicit Proposals from Firms with expertise in surveying (boundary surveys, topographic surveys), writing legal descriptions for easements and acquisitions, and researching boundary lines.
